What Germany’s 2027 E-Invoicing Rules Mean for Your Business
Germany is introducing mandatory B2B e-invoicing in stages under the Growth Opportunities Act. Since 1 January 2025, every business must be able to receive structured e-invoices. From 1 January 2027, businesses with prior-year turnover must issue them for domestic B2B supplies, while all other businesses follow from 1 January 2028.
Until the end of 2026, paper invoices and other electronic formats may still be issued. Transitional rules continue for a limited period in 2027 for smaller businesses and for EDI-based invoicing. Some invoices, such as small-amount invoices, are excluded. Confirm your own position with the BMF or your tax advisor.
Features That Support Germany E-Invoicing 2027 Readiness
Deadline Planning
Compare your prior-year turnover with the €800,000 threshold to see if the 2027 or 2028 issuing date applies.
Format Readiness
Prepare XRechnung or ZUGFeRD files that follow EN 16931, as plain PDF invoices will no longer qualify.
Receiving Process
Set up inbox and review steps for inbound e-invoices, a duty in force for all businesses since 2025.
Transition Tracking
Monitor which customers still accept paper or other formats during the 2026 and 2027 transitional periods.
Data Quality Checks
Verify mandatory fields, tax codes and buyer references so structured files pass validation first time.
Archive Readiness
Keep original structured invoice files unchanged for eight years under the Fiscal Code and Section 14b UStG.
Steps to Avoid Missing the 2027 E-Invoice Deadline
- Confirm you can already receive structured e-invoices.
- List customers who are public bodies or business buyers.
- Test XRechnung or ZUGFeRD output from your invoicing system.
- Update invoice numbering and tax fields for validation.
- Train billing teams on the difference between PDF and XML.
- Set up eight-year archiving for original structured files.
Build an E-Invoicing Roadmap Before 2027
A practical 2027 roadmap starts with your accounting or ERP system. Review how invoices are created, sent, received and stored today, then identify where structured data is missing. Connected workflows reduce retyping, support the receiving duty already in force and make it easier to meet the issuing date that applies to your business.
Advintek supports e-invoicing workflows for Germany. Confirm supported formats, delivery channels such as email or Peppol, ERP integrations and implementation timelines before deployment, and check current guidance published by the Federal Ministry of Finance (BMF).

Frequently Asked Questions
1. When does e-invoicing become mandatory in Germany in 2027?
From 1 January 2027, businesses with prior-year turnover above €800,000 must issue e-invoices for domestic B2B transactions. All other businesses follow from 1 January 2028. The duty to receive e-invoices has applied to all businesses since 1 January 2025. Verify current details with the BMF.
2. When does my business need to start issuing e-invoices?
The implementation timeline depends on your business category and applicable transition rules. Businesses must prepare their invoicing systems, update accounting workflows, and ensure compatibility with German e-invoicing standards before the relevant compliance deadlines. Consult your tax advisor to confirm which deadline applies to your business.
3. Can I still send PDF or paper invoices in 2026 and 2027?
Paper invoices and other electronic invoices (with the recipient’s consent) are allowed for all businesses until 31 December 2026. In 2027, businesses with prior-year turnover up to may continue using them, and EDI invoices may be used until the end of 2027. A plain PDF is not an e-invoice.
4. Which invoices are outside the 2027 e-invoice duty?
The duty covers domestic B2B supplies. It does not cover invoices to private consumers (B2C), small-amount invoices, and certain documents such as fare tickets. Small businesses under Section 19 UStG do not have to issue e-invoices but must still be able to receive them. Verify your case with the BMF.
5. Which e-invoice formats will be accepted in Germany?
A valid e-invoice is a structured electronic file that follows EN 16931. XRechnung and ZUGFeRD are the common formats, and other EN 16931-compliant formats may be used if both parties agree. ZUGFeRD profiles MINIMUM and BASIC-WL do not qualify, because they lack the full data required.
6. Do I need new software for the 2027 e-invoicing switch?
German law does not prescribe specific software. It requires that invoices be structured, follow EN 16931 and be machine-readable. Your current ERP or accounting system may already support this. Check with your software provider whether it can create, validate, receive and archive structured invoices.
7. How should I handle e-invoices received from suppliers?
You need a way to receive structured invoices, such as a dedicated email address, and you must store the original structured file unaltered. That file is the legal invoice, not a PDF image of it. Keep it readable for tax audits and for input VAT deduction checks, and review any guidance from the BMF.
8. What happens if I do not issue an e-invoice after the transition ends?
An invoice that does not follow the required structured format may be treated as not meeting the legal requirements. This can affect your customer’s input VAT deduction and may require you to correct and reissue the invoice. Confirm the consequences for your situation with a tax advisor.
9. How does the 2027 deadline affect invoices to public authorities?
Suppliers to federal public bodies have had to send XRechnung e-invoices since 27 November 2020, so the 2027 B2B date does not change that. Public recipients usually require a Leitweg-ID. Many states have their own rules, so check the exact requirements of each authority before sending.
10. Can Advintek help with Germany e-invoicing 2027 readiness?
Advintek offers e-invoicing solutions for the German market. Before implementation, verify supported formats, delivery channels, ERP integrations and your timeline. Confirm your legal obligations with the Federal Ministry of Finance (BMF) or your tax advisor, as the rules are being introduced in stages.
