Germany e-Invoicing Mandate FAQs: Deadlines, XRechnung, ZUGFeRD and B2B Compliance

1. What is e-invoicing in Germany?

It means issuing and receiving invoices in a structured electronic format that software can process automatically. A plain PDF or paper invoice no longer counts as an e-invoice for B2B purposes.

The Growth Opportunities Act introduced mandatory B2B e-invoicing in Germany through changes to the VAT Act. Its aim is to modernise tax administration, reduce VAT fraud and speed up invoice processing.

An invoice issued in a structured electronic format that complies with the European standard EN 16931 and can be processed electronically. A PDF is treated as an “other invoice”, not an e-invoice.

Yes. It covers invoices between businesses established in Germany. B2C invoices to consumers are not subject to the e-invoicing obligation, and B2G invoicing already has its own rules.

No single government portal exists for B2B. Businesses exchange invoices directly using agreed channels such as Peppol, EDI, email or ERP integration.

Not at present. The current mandate is about structured invoice exchange, not real-time reporting to tax authorities. EU-level digital reporting plans (ViDA) are expected to affect future rules.

Before, a PDF sent by email counted as an electronic invoice if the recipient agreed. Now a structured, machine-readable format is required for covered B2B invoices.

From January 2025, businesses in Germany must be able to receive structured e-invoices. This applies regardless of company size.

Issuing is phased in. Transition rules allow paper or PDF invoices for a period, with full issuing obligation applying later, and longer for smaller businesses. Confirm exact dates and turnover thresholds in current BMF guidance.

During the transition period, yes, if allowed under the rules and subject to the recipient’s agreement where required. After the transition ends, structured e-invoices are required.

German rules give small businesses below a set prior-year turnover threshold extra time to start issuing e-invoices. Check the current threshold with your tax adviser.

Receiving is already required, and your customers and suppliers will move at different speeds. Early preparation avoids last-minute changes to ERP, data and processes.

The date you must receive e-invoices, the start of the issuing obligation for your company size, and the end of any EDI or PDF transition allowances. Map these to your internal roadmap.

Not entirely. Small businesses may be exempt from issuing e-invoices under certain rules, but all businesses should be able to receive them. Confirm your status with a tax adviser.

If they issue invoices to German businesses, they are affected as suppliers and must be able to receive e-invoices as buyers, subject to exemptions.

The German B2B mandate applies to domestic transactions between German-established businesses. Cross-border invoices follow the rules of the relevant countries and customers.

Not in the same way as domestic B2B. Foreign-customer invoices are generally outside the German mandate, but recipient country rules or customer requests may still apply.

German rules provide exceptions for certain small-amount invoices and some tickets. Check the current exceptions before excluding any invoice type.

If each is a business established in Germany that issues or receives covered invoices, they should be prepared. Group structures need a shared plan.

Yes. Your accounts payable process must be able to receive, read, validate and store structured invoices. A PDF viewer is not enough.

XRechnung is a pure XML format, widely used in public sector billing. ZUGFeRD is a hybrid with a readable PDF and embedded XML. Both can comply if they meet EN 16931.

It is the European semantic standard defining the core data an e-invoice must carry. Your invoices must include the required data fields and be built in a compliant syntax.

Your system must read, validate and post the XML automatically. Without compatible software, the file is hard to process manually, so you need an e-invoicing or ERP solution.

Transition rules allow EDI-based invoicing under certain conditions. Confirm which EDI messages qualify and how long the allowance lasts.

Factur-X is the Franco-German hybrid format. ZUGFeRD and Factur-X share the same technical basis, so many tools support both.

Only if it carries embedded structured data that meets the required profile. A PDF without compliant XML is not an e-invoice.

The main risks include invoice rejection, delays in payment and problems with input VAT deduction for the recipient. Fines can also apply under general tax rules. Take advice on current penalties.

It can create risk, because invoices must meet formal requirements for input VAT deduction. This makes accuracy important for both parties.

Underestimating the receiving obligation. If AP teams cannot process XML invoices, payments and bookkeeping can be disrupted.

Test whether your ERP can produce and receive XRechnung or ZUGFeRD, validate files against EN 16931 and run a pilot with a real customer or supplier.

Map your invoice flows, systems and trading partners. Identify where invoices are created, received and stored.

Not always. If your ERP supports structured formats, configuration may be enough. Otherwise an e-invoicing platform can connect to your existing system.

Typically finance or tax with IT support. Include procurement and sales because customers and suppliers are involved.

Ask which formats and channels they prefer, agree on XRechnung, ZUGFeRD or Peppol, and test before the deadline.

Train AP, AR and compliance teams on structured invoices, exceptions and validation messages. Advintek offers training for compliance teams.

Keep them according to German retention and GoBD requirements. The new rules do not erase past records.

Structured, validated and archived invoices are easier to retrieve and verify. A central dashboard shows status and exceptions in one place.

Processing is usually faster because data is captured automatically, though payment timing still depends on your terms and approval workflow.
